With the development of reform and open policy and economy in China, the reform of our higher education system and run system develop as well, therefore , the modern high education enters a new stage .People realized that the increase in national general power depends on the quality of labors and quantity and quality of national human resources. The universities are the important base of cultivating talents , scientific research and social services, it is the higher education historical mission to develop high quality talents and to provide intellectual supports and talents for national economic constructions and well-off society which will be accomplished by the teachers in universities.The most of our universities existed the deficiency in development and management of teachers human resources in different degrees because of traditional influence in personnel management , such as the deficiency in modern human resource philosophy , the long term plan in human resources managements, therefore, that makes the management of human resources face a lot of problems in universities such as unreasonable in teachers constructions,the deficiency in teachers quantities, comparatively congestion of teachers and ahuge brain drain.This paper analyzes the conditions and problems in terms of human resources managements in universities and combines the conditions in local university based on the guide in modern human resources theory. The purpose is to provide the idea for the personnel system in universities based on development and strategic management in human resources .
