Since China' s reform and opening to the outside world, especially in recent years,elitist education evolving to public education gradually,the developmental situation of higher education is gratifying.In order to achieve popularized education in a developing country,Independent Institutes emerge as the time requires.With the soaring number of college graduates year after year,they are faced with enormous employment challenge and pressure.To realize the reasonable allocation of college student resources,the government has promulgated a series of employment policy.However,these policies are always deviated in the process of implementation among the Independent Institute Graduates.This article not only analyses the implemental deviation deeply and systematically,but also makes a reasonably theoretical explanation and identifies its law.Furthermore,it explores efficient control measures,so as to provide methodological guidance in theory for the efficient policy implementation and ensure employment policy' s actual effect in the employment process of Independent Institute Graduates.First,the article presents the implemental deviation of norms-bases policy and policy-oriented respectively.Then, according to Smith Implemental Process Pattern,it analyses the reasons of implementation deviation of employment policy among I.I.G.from 4 aspects,namely,the policy of its own factor, the main factor,the objective factor and the environmental factor.From the policy of its own factor,it has complex specificity and lacks definite clarity.In terms of the main factor,different subjects have different demand benefits,and the information of policy implementation is not complete.As far as the objective factor is concerned,different target groups have different interest needs;the I.I.G.also have special natures.Environmental factors involves economic environment as well as social psychological environment,such as the thought of related society,the belief of elitist education,the complex of secure job,etc.Finally,the article puts forward effective countermeasures to guarantee the effective implementation of employment policy among the I.I.G.: to clarify the direction of running Independent Institutes: cultivating characteristic talents,to regulate the acts of the independent academy schools and create a healthy development space,to strengthen employment guidance in order to set up right employment concept,to establish a scientific job evaluation system of employment for the sake of achieving policy supervision,to establish a perfect social security system on the purpose of eliminating the worries behind,to strengthen the rules of law construction and protect the employment equity.
