Employment is the greatest livelihood.The employment of graduates is related to the interests of the majority of students and their families,and is related to social harmony and stability.In order to promote the employment of college graduates from school leaving school as soon as possible,the relevant state departments have promulgated the notice on the implementation of the employment promotion plan for college graduates who have not been employed at school(No.41)and the notice on the employment service for graduates from colleges and universities and other series of documents.However,there is a certain degree of deviation in the implementation process of the employment promotion policy of college graduates from school leaving school,especially in the group of independent colleges,which has a greater problem because of its particularity.Taking the Independent College of Guangdong as the research object,this paper uses the methods of literature,interview and questionnaire to study the status of the employment promotion policy of the independent college in Guangdong Province,and finds that the employment promotion policy of the Independent College of the independent college in Guangdong province is in the normative employment policy.There are the problems of "four not in place",the course of employment guidance can not be completed,and the employment is not fair.In the implementation of the guiding employment policy,there are some problems of employment assistance,economic help,and employment training.In view of the above problems,the paper,based on the theoretical model of Mead and Horn's policy implementation,analyzes the reasons for the deviation in the employment promotion policy of the independent college from the policy itself,the executive organization and organization,the implementation environment and the policy resources.Through the study,we found that the employment promotion policy of the unemployed students in Guangdong independent college failed to achieve the desired results: first,in the process of making the policy itself,the investigation and research are inadequate and the policy documents are lack of pertinence and clarity;two is the lack of effective communication between the departments and the institutions in the process of policy implementation.And liaison,leading to the policy implementation process is not smooth;three is a special cultural atmosphere,a unique model and concept of running a school,ignored or even hindered the implementation of the employment promotion policy of the unemployed students in the independent college;four,the lack of policy resources hindered the implementation of the employment promotion policy of the independent college students who were not employed.On this basis,this article from the five aspects of improving the employment promotion policy of the unemployed students in Guangdong independent college,making a scientific formulation of the employment promotion policy of the unemployed students,improving the environment of the policy implementation,increasing the policy resources,and improving the employment competitiveness of the target group by carrying out the employment guidance education.This paper proposes to improve the policy implementation of the employment promotion policy of the students from the Independent College of Guangdong Province,hoping to help the unemployed students to get a successful employment,to serve the society,and to provide experience for the development of the employment promotion policy of the university graduates.
