With the full-scale development of the modern elementary educational reform, physical elementary education reform has entered a new phase. The new course standard has been tested in parts of the provinces and cities since 2001 on the emphasis of respecting the PE teachers and students on the selectivity of the teaching content, paying attention to the diversify of the teaching appraisal, making the course arrangement beneficial in stimulating students, interest on sports, cultivating the students, physical training habit, encouraging energetic and unyielding quality, and promoting the students developing healthy harmoniously in physical, psychological and social adaptation ability etc. It is Established the curriculum goal of "to promote the health, to raise the psychologically healthy level, to enhance social adaptation ability, to obtain the skill and knowledge of sports and health" .As to strengthen the guiding principle of "health first", stimulate movement interest, raise the student lifelong physical culture consciousness. As well as attaching great value to the students' development and their main status on this course, and concerning individual difference and various demand in order to guarantee each student profits .Hunan province, with a big population, takes the track and field as one of its essential point on school sports. The development of the track and field has been early popularized in various universities, the middle schools, elementary schools in the broadest scale. Through the investigation, it is discovered that there are quite part of middle schools to fulfill exactly the new curriculum standard stipulation in Hunan Province. But for the limited conditions thus make the track and field technical knowledge instruction incoherent, and student's study interest cannot be fully encouraged. Also the sports teaching method in those schools shows its monotonous aspects and declining function. So improvements in the popularization of the track and field are critically needed which not only affects the implementation of the new curriculum standard and the promotion of the new teaching but also seriously influences the quality of elementary and middle schools sports education and students' body condition. This task employs documentary method , survey procedure, statistics, logic analysis to learn perplexities in the middle schools and elementary schools , to find out the main causes that influence the track and field teaching ,and requests to overcome these difficulties. Therefore, it can provide theories basis for PE reform especially in the track and field , further deepening the reform for the education Functional departments.The findings indicated: The middle school teachers, the student still stay superficial understanding on new curriculum in Hunan Province. PE teachers are distributed properly in age and academic records except the gender with less fewer female teachers .The proportion of textbooks have been reduced annually. Students' interests on this sports declines; the audiences become fewer than that of ball events ; people prefer entertainment to the physical ability subject to social environment ;for lack of the track and field professors, the student individual problems and the leaders' neglects. In view of these situations, we think that middle schools in Hunan Province should unify the track and field teaching with the present elementary education reform closely. Its content, the teaching media and the method on various aspects should make the corresponding adjustment, in consist of national elementary education curriculum reform ,paying more attention to experience which the school course reforms to achieve the goal of making the student understand the new curriculum, approve the new curriculum, participates in the new curriculum. Also the schools should emphasize on improving teachers' professional skill and educational creativity and strengthening gym instructor's sense of responsibility and the professional dedication, laying equal stress on both the technical practice and the theoretical knowledge .What makes the track and field teaching reform adept to the needs of market is to inherit its culture, strengthen the physical education, the sports theory and its psychological education ,increase the optimized track and field teaching material content, guide the public to transform the PE idea, Raises the student interests, augment the lessons, enlarges the school sports funds the investment and the sports funds management. The track and field television relay should fully consider the retransmission time, and the large-scale track and field competition should take advantage of television, newspaper, broadcast, advertisement propagandas, widely strives for the community public figure's support as well as watching rate; The track and field ordinary teaching and athletics sports should grab with both hands.
