Vocational education and economic development have the most direct and closely relationship. The economy must grasp vocational education, meanwhile grasping vocational education means develop economy. Secondary vocational education are one of the most important level of the vocational education system. After the opening and reform, especially in 1990's, the vocational education in not only failed to develop but also plunge into dilemma,while the higher education in the process of the continuous development. Secondary vocational education may have three problems: First, enrollment rapidly decreasing; secondly,the declining quality of students; thirdly,the school condition is bad and the training mode is unsuitable.With China market economy gradually improved and the rapid development of vocational education reform, one new training model - "Order-style education" model, in the process of quietly rising. The so-called "Order Type Education "model, that is, schools and businesses to develop training plan, signed employment contract, the use of both resources, jointly responsible for recruitment and training and employment, the whole process of co-operation mode. "Order-style education" model incarnates the law of human resources development and utilization under the market economy, shows the direction of vocational education reform, and it is an effective way to realize teaching combines working, and school and enterprise help each other. This model also can enhance the quality of students and the development and utilization of human resource, and effectively assist vocational schools running out of the dilemma. In this paper, the author reviewed the history of secondary vocational education, and analyzed the relation between the great deal demand of technic staff and the grim graduate employment situation. Through taking interviews, questionnaires and other research methods in Jilin Engineering School, the author analyzed actuality and future of the " Order-style education " model.First, the paper reviewed the history of secondary vocational education and then introduce the actuality and dilemma of our country's, thinking that the cultivate plan of school and the demand of enterprise disjointed are the major cause of dilemma. The author took Jilin Engineering School as an example, pointing out that this school adheres to the employment-oriented, and through "Order-style" model to prompt its success. At last the author analyzed and considered the cultivate model, as well as the significance of vocational education and the issues of "Order-style" model. analysis in The article took one example as a breakthrough point, make a system research about "Order-style" model, saying that "Order-style" secondary vocational education model is a better model to make our secondary vocational education out of the predicament. Besides, this paper put forward some problems which need to be solved if we want extend this model. In conclusion, this paper had a useful explore to the development of secondary vocational education in our country and had a certain theoretical and practical significance.
