| Education is the footstone of the national development. Education fair is an important social equity. Teacher is the key to the development of the education. Without eligible teacher, there can be no high-quality education. At the stage of compulsory education, making sure the balanced development of compulsory education is the reflection of the education equity. Teachers' balanced scheme is an important part of the compulsory education's balanced development, the core of it and the important guarantee. However, at this stage, the gap of the level of economic development between urban and rural areas, between eastern and western regions is very large. The earning gap of teachers is very large. With the result that the distributing of teachers, especially the excellent teachers is imbalance at the stage of compulsory education. The majority excellent teachers of elementary schools and secondary schools centralize the large cities and developed areas. But in the rural areas and the remote areas, there are only a few outstanding teachers, and the flowing is continued. It is flinty that the teachers' actuality of rural areas, especially in poor mountainous areas in primary and secondary schools. Imbalance in the allocation of teachers has become a major obstacle to the balanced development of the compulsory education. The research and solve of balanced allocation of teachers at the stage of compulsory education is very urgent. In this paper, I'll put forward several countermeasures to promote the compulsory education balanced development from the analysis of the relationship between the teachers and the balanced development of compulsory education, the actuality and reason of the imbalance of the teachers' allocation at the stage of compulsory education, the experience of home and abroad. This paper is divided into four parts:The first part of the paper related the theory foundation and the function of the teachers in the process of the compulsory education on the basis of definitude the interrelated conception.In the second part, I'll analysis the actuality and reason of the imbalance of the teachers' allocation at the stage of the compulsory education. In part three, I'll summarize the foreign arranges of system in the promotion of teachers' balanced allocation. They include Japan's teachers "regular flow system" , American "teachers compensation" and a unified national system of Teacher Certification and France's "priority education zone "policy.The fourth part is the last part of the paper, and also the focus of this paper. I'll put forward several countermeasures to promote the compulsory education balanced development at the base of the conclusion of balanced allocation of foreign institutional arrangements, combined with the practice of all parts of China. These include improving and strictly implementing the teacher qualification system to strict teachers "entrance gate"; reduce the gap of teachers' treatment between urban and rural areas and inter-school; the flow systems of primary and secondary school teachers; organize joint school districts to narrow the gap among inter-schools; innovative teacher training system to enhance the overall quality of primary and secondary school teachers; special allowance system in the remote regions and cultivate the students who will be the teacher of the compulsory education for free. |
