| Balanced development of compulsory education is one of the hot issues that the current society pays close attention to.To realize the balanced development of compulsory education,the balanced allocation of educational resources is the key.In order to promote education,teachers are the foundation.Teacher resources are an important part of educational resources.The balanced allocation of teachers is the key to the balanced development of compulsory education.Therefore,the development of teachers in compulsory education should be the focus of our attention.This research takes the relatively independent system of county as the research field,takes the current situation of compulsory education teachers’ resources allocation in Q district of B city in Guizhou province as a case,and uses the methods of literature and interview as research methods to carry out an empirical study on the balanced allocation of compulsory education teachers in county.This research focuses on the writing idea of problems,causes and countermeasures.It is based on the logical structure of theoretical foundation,problem raising,cause analysis and countermeasures exploration.The specific research process is as follows:The first chapter is the introduction.This chapter puts forward the urgency and importance of the balanced development of compulsory education in counties,specifically from the research origin,research purpose and research significance.In addition,it also sorts out the relevant literature on the allocation of teachers at home and abroad,and makes an in-depth analysis of the existing research,clarifying the value and shortcomings of the existing research,and pointing out the direction for the further development of this research.The second chapter is theoretical explanation.This chapter puts forward the theoretical basis for the balanced allocation of compulsory education teachers in Q district of B city,namely,education equity theory,public goods theory and human capital theory.In addition,it also introduces the specific indicators for measuringthe allocation of county teachers in China and Guizhou Province,thus providing theoretical support for the construction of the index system for this study.Finally,select the indicators suitable for this study,specifically: the number of teachers,teacher quality and teacher structure.The third chapter is the current situation research.This chapter first introduces the development of economy and compulsory education in Q district of B city.Then it analyzes the current situation of compulsory education allocation in Q district of B city from three aspects of the quantity,quality and structure of teacher allocation,including: student-teacher ratio,teacher preparation,substitute teachers,teachers’ academic qualifications,key teachers,teachers’ age,teachers’ professional titles,subject structure,teacher mobility and teacher training.The fourth chapter mainly analyzes the problems existing in the allocation of compulsory education teachers in Q district of B city,and analyzes the causes of the problems.The specific problems are: first,in terms of the number of teachers,the imbalance of student-teacher ratio,the coexistence of overstaffing and understaffing of teachers,and the large number of substitute teachers;Second,in terms of teachers’ quality,teachers’ educational background is low and the number of backbone teachers in rural areas is small.Third,in terms of teacher structure,teachers’ age,professional title and subject structure are out of balance,teacher mobility and unreasonable teacher training exist.In view of the above problems,this study explores the reasons from the aspects of economic development,investment in education funds,education policies,teachers’ treatment,etc.The fifth chapter,the author puts forward corresponding solutions to the above problems from four aspects: developing county economy,optimizing the funding system,improving the teacher system and improving the treatment of teachers. |
