To promote the balanced development of compulsory education is an inevitable requirement for people’s satisfaction in education and an important cornerstone for building a harmonious society.With the continuous development,the urbanization process is accelerating,people’s desire for high-quality education resources is constantly increasing,and the education development is also faced with a lot of practical problems:the phenomenon of "School selection" is getting more and more fierce,the crazy speculation of school district housing keeps emerging,and the problem of large-scale schools and large class size is increasingly prominent.The essence of school choice is to choose teachers,which means strengthening the balance of teachers is the breakthrough to solve the problem of balanced development of compulsory education.This study takes teachers in the stage of compulsory education in cityJ as the case object,and specifically with the use of literature research method,case study method and investigation research method,analyzes the current situation,problems and causes of allocation of teachers in the compulsory education in city J and proposes solutions.The study consists of five parts:The first chapter is the introduction,which introduces the reasons for selecting the topic from the aspects of policy factors,social factors and personal factors,expounds the significance of the research,analyzes the research status both at home and abroad,determines the research content and methods,clarifies the research ideas,and forms the research framework system.The second chapter is theoretical research,which discusses the human capital theory,public goods theory,supply and demand theory and education equity theory involved in the research,defines the concepts of region,compulsory education,teacher allocation,balance,basic balance and quality balance,and explains the indicators of teacher allocation balance.The third chapter is through the on-the-spot investigation of circumstances of teachers in city J,to analyze the data of quantity,quality,structure,flow,training,burden,and satisfaction index of teachers by comparing those between urban and rural areas and different schools.It found that both exceed with vacancy phenomenon exist in city J teachers and problems like unbalanced number of teachers and disciplinary structure between urban and rural areas and schools,one-way flow of teachers.It also analyzed the reasons for the imbalance in the allocation of teachers between urban and rural areas and between schools.The relatively lag in the reform of the government education system,the acceleration of the urbanization process,the liberalization of the two-child policy,the herd mentality of parents and the idleness of some teachers are the important reasons for the imbalance in the allocation of teachers in city J.The fourth chapter puts forward corresponding solutions to the imbalance of compulsory education teachers in city J.First is to break down barriers,through personnel system reform,and supplementing teachers through multiple channels to ensure a balanced number of teachers.Second,multiple measures should be taken to promote the two-way effective communication between urban and rural teachers through rigid system and flexible care.Diversified training methods should be adopted to improve the professional quality of teachers so as to promote the balanced quality of teachers.Third,it is suggested that the government departments should do full research,rather than blindly implement a policy.They should also take both urban and rural,inter-school,overall arrangement,rational layout into consideration and ensure that the structure of regional teachers is rationalizedfrom the system and policy angel.The fifth chapter is about the conclusion and reflection,the analysis and summary of the research results,and it makes some corresponding discussion of the deficiencies of the research,for further research in the future.
