Under the background of advancement elementary education curriculum reform, the reconstruction of classroom instruction has becomes an important task of the new curriculum implementation and the educational reform, which means, based on the new curriculum the idea, the teacher must the research, change and remold the classroom instruction, ie., the teacher must change the regularly thinking mode and the teaching behavior and the classroom instruction should have a change of both structure and nature. The reconstruction of classroom instruction, involves not only the teacher's change of ideological concept, but also the operative technique. The new curriculum standard's goal and the idea of elementary education mathematics in our country aim at"humanist"expansibility teaching design, and advocate the question type teaching. This article carries on the discussion and the research on the new curriculum idea's under junior middle school mathematics classroom design from the ideological concept and the operative technique.First, the paper analyzes the research background, significance and present situation of mathematics question type teaching proposed on the new curriculum idea under the information technology environment in junior middle school. Next, the paper explores the possibility of information technology's employment and its application level in native junior middle school mathematics classroom instruction with the investigation of educational resources condition and the teacher's attitude towards the technology. Using the literature, the paper, based on the massive reference of related mathematics instruction design, has defined the related domestic and foreign concepts of teaching design, initially constructs the question type teaching procedures under the information technology environment, and further expounds its involving theory of learning and teaching design theory. Meanwhile, the paper conducts the research on the software and hardware conditions to develop the question type teaching under the information technology environment. Finally, taking the junior middle school mathematics teaching in the rational number addition unit as the example, the paper, through the concrete teaching practice, demonstrates that, under the information technology environment, the question type teaching procedures in the concrete teaching's operating process and analyzes the influence of traditional question type teaching procedures on student's study interest and manner as well as teaching effect in comparison with that under the information technology environment.
