Since the 1990s, the world information technology has developed quickly, television and internet has impacted the classroom instruction pattern with chalk and blackboard, the traditional school education and the classroom instruction are faced with stern challenge. Facing the challenge of information society, the various countries' governments highly take the information technology education and its application, and put it to strategic status which is helpful to the enhancement of international competition.The European and American countries hold this opportunity firstly , make their elementary and middle schools take the lead to step onto the information superhighway, in 2000 America has basically completed the construction of information education infrastructure, 95% elementary and middle schools and 72% classroom linked to the Internet, every 5 students had a computer in average; In 1998, England legislated the form, listed the information technology as obligational course in elementary and middle schools; around 2003, the European Union countries, Singapore, Japan etc also completed the construction of information education infrastructure. South Korea, Finland, Thailand etc also take corresponding policy to pursue the footstep of education informationization and education method modernization . In order to deepen the education reform, change the traditional education method and advance the quality-oriented education, our country has decided that, since 2001, with 5 to 10 years, we will popularize the information technology education in elementary and middle schools in the whole country and implement the project of "every school is open " comprehensively, in order to realize the development of elementary education in our country by the informationization impetusing education modernization.This research mainly through the contrast method, compared China with South Korea in the content as follow, the policy and strategy of elementary and middle schools'information technology education, the construction situation of information technology infrastructure, the application of information technology in teaching, the application in educational teaching management, information technology curriculum, information technology training on teachers, in order to discover the differences between China and South Korea elementary and middle schools'information technology education and analyse the reason, to put forward the valuable proposal for the development of elementary and middle schools'information technology education in our country.
