China is a big developing agricultural country which is locating in a society which has a variety of revolution, and in this condition,"Agriculture, Farmer and Village policy"is the key element which seriously restricted both the persistent and healthy developing of the economy of china and the construction of our harmonious society. Take"the agricultural sustainable development in government responsibility"as a title, which is for the purpose of exploring the solution to the key problem of"Three Agriculture"-- how to achieve the sustainable development of agricultural. According to the survey of the Chinese agriculture carefully, we found that although we had obtained the dazzling growth miracle since the policies of reform and the opening, but in the irreversible industrialized and urbanized process, it causes the Chinese agriculture development to face the extremely brutal reality: How to satisfy people's over-growing demands for high quality agricultural product day after day, how to rise the agricultural producer's comprehensive economy benefit based on the condition that maintaining the product price stabilization, and how to contain the tendency of the excessively consume of natural resource and the worsening of agriculture ecological environment day by day. China has a large population, but the per capita share of natural resources relatively deficient characteristic had resulted in the serious price which our country is unable to bear the development path of"first to pollute, second to destroy, final to govern"which the developed countries took place, and it is also impossible for us to have the supply of low price energy and the ability to bear the burden of economy which can not be problems in the developed countries. How to solve these new problems and the new challenges to achieve the agriculture sustainable development of our country, it did set a higher new request to the government. Therefore, the government has the key impact on the achieving of agricultural sustainable development and it is also the china government's responsibility to achieve the agricultural sustainable development. Thus the research on the agricultural sustainable development in government responsibility has both the theory and the realistic value. On the theory stratification side, to the reconsidering the construction of the government responsibility in agriculture sustainable development, we can obtain the correlation knowledge in the development course, accumulates a set of theoretically reconsidering ability, then impels the agriculture sustainable development the advancement in our country. Consequently, the government could provide a better public service and undertake necessary responsibility.Finally, by the form of cases studying, the case introduce the experience of Heilongjiang Province in which government fulfill its responsibility well for sustainable development in agriculture, with a view to provide useful experience for government.
