Research On The Responsibility Of The Government In The Investment Of Private Higher Education

Due to the scale limitation of state-owned higher education, the development of private higher education is playing a more and more important role in the areas of economy, culture and society. As we are trying to popularize higher education in an age of knowledge based economy, investment in education has become a focus of most governmental, non-governmental and private investment, among which the role and the obligation of the former are considered to be quite exceptional as private education will, typically saying, become a public product in the future.Through literature review, investigation and interview, theoretical analysis and other research methods, in reference of studies in pedagogy, economy and public management this essay aims to:1. analyze in retrospect the pluralization of private education and the definition development of governmental obligation, summarize the successful experience of private higher education investment in both American and Japanese governments, and make clear the subjects of private higher education investment include government, profiteering investors, donors, students, parents and universities themselves.2. interpret governmental investment behavior in private higher education from the perspective of obligation, try to find out the deeper reasons for government's different policies made for different investment subjects.3. make suggestions of how to increase the rate of the pluralization of governmental investment in support of private higher education, systematically examine the way of limiting the obligation of governmental investment in private higher education, make advices to eliminate the irrational part of our current government investment and review comprehensively its achieving ways to build the integrate governmental supporting strategy for private higher education.
