A Study On The Policy Gender Analasis Framework

Compared with the men, women should be originally different from men only in the physical structure, the male and female different roles and division of labor also should be derived from biological differences. However, the society has given men and women of different social status, which result in the differences of the social roles of men and women. The men-centered gender culture has suppressed women's natural advantages during the long course of social development, and the view that men are superior to women has been acknowledged by the whole society, even including women themselves. Besides undertaking reproductive mission to bear physical pain, women also endure personality stigma and psychological pressure. Gender Theory is mainly targeted at specific women and men different roles and cultural mechanisms shaping the phenomenon of study. The theory criticizes the gender inequality and sees gender equality, harmony, and development as the goal, not concerning about only men or only women.China has the deep-rooted feudal gender culture and people have the gender awareness firmly. Since 1990s, with the deepening of reform and opening-up process and market economic system gradually formed, tremendous progress happened in the socio-economic aspect. At the same time, many social problems spring up, especially gender issues, such as women' Poverty and unbalanced ratio of sex. There is growing recognition that gender issues increasingly prominent should not simply rely on economic development to resolve, so the decision-makers begin to address gender inequality producing mechanism in-depth study and public policy is recognized to play an inestimable role in resolving gender issuers.This paper mainly researches the analytical framework of public policy studies. The research ideas are that by sorting out the Western gender analysis framework, the writer will take hold of gender and public policy in crossing way, and put gender analysis into the public policy process. The research aim is to make the analytical framework universally applied to public policy areas and provide the public policy ways in gender mainstreaming. Full text is divided into six parts. Consul General of the first part is introduction, which consists the purpose and significance of topic, literature review, research ideas and methods. Part two introduces what's the gender to make readers familiar with the connotations, mechanism, and historical development of gender. Part three explain why make public policy and gender to cross-research by describing the mutual relationship between gender and public policy. Part four enter the areas of analytical framework, and through combing classic gender analysis framework, the writer puts forward the purpose and method of a new framework. Part five is the focus of the full text, which introduce the content of a new framework divided into four stages.
