The reason lies in lacking of in-depth study in human resource management system of teachers in colleges and universities, failing to properly use human resource management theory to instruct the practice of human resource management for teachers in colleges and universities. Therefore, it is essential to strengthen the theory and practice research of human resource management. And it laid the foundation of national sustainable development for guiding college and university teaching team construction and promoting the healthy development of colleges and universities.How accurately evaluate the status of human resource in college is all along a difficult issue in human resource management of college. HRI as one of the methods for evaluating human resource, get more and more identity and upper appraise appraisal. The result has important supervise sense to human resource management. The thesis as well evaluates the status of human resource in college based on HRI. Refer to professor Schuster's HRI theory and Professor Zhao ShuMing's HRI survey table, the thesis designs College HRI Survey Table. Then make statistic analysis of survey data with spss 10.0. The thesis divides college human resource into three sorts: Led, Teacher, Staff. Also divides HRI into 10 sub-HRI: Incentive system, performance review, communication and participation, strategy and project, human relation, sense of belonging and pride sense, individual ability, organize atmosphere, opinion to staff, work satisfaction. Through statistic and comparative analysis of three faculty's 10 sub-HRI, obtains precise evaluation of the status of HRM in college. The thesis states the features of high developed education country's HRM in college. The features are autonomy, exploitation, rivalrousness, benefit, monitor control. Then makes comparative analysis of HRM in college between CHINA and abroad, based on college autonomous right, school teaching system, executive management, appoint mechanism, rating system, flow of faculty system, reward system, teacher training system.At the end, according to HRI analysis of college HRM and comparative HRM analysis of CHINA and abroad, put forward 7 basic countermeasures for reforming and sophisticating HRM in college.
