The general senior secondary education plays a very important role in the whole educational system. At present there are two problems because of the needs for general senior secondary education. One problem is the relative shortage of general senior educational resources. The other problem is the need to improve the quality of education, especially the emphasis on academic achievements of general senior secondary schools. Therefore, at the present investment to education, how to promote efficiency of utilization and quality of educational resources is still a problem requiring solution.The thesis tries to analyze the educational efficiency in the frame of cost-benefit theory and use the input-output technique of economic analysis so as to achieve a rational resource allocation and provide the right tactics for improvement the efficiency and quality of education.This paper is divided into five parts.Part I: Introduction. It puts forward the research problems, reviews the domestic and foreign existing research results, presents this study purpose, significance and research methods.Part II: Overviews of the related papers. It sums up the related researches in China and abroad and analyses the existing studies. On the basis of the overviews, it establishes the importance of the study.Part III: It analyses the differences of social economic status and input to educational resources among sample general senior secondary schools. The differences include educational investment and expenditure, the quality of teachers and hardware facilities among these schools in Gansu Province.Part IV: It analyses the relation between educational resources allocation and academic achievements. Firstly, it shows the large differences between different schools. Then, on the basis of precious empirical work, it analyses the relations of the differences and different resources allocation.Partâ…¤: On the basis of previous research, it proposes the policy recommendations to promote the efficiency development and the quality of general senior secondary schools, such as strengthening the manpower resource, promoting the salary of teachers, avoiding blind investment and irrational redundant construction of school hardware facilities, stressing proper management of money, balancing the students pool and consolidating the responsibility of the government.
