The college course has been reforming quite frequently for thirty years of our country's reform and opening up, meanwhile the college course policy can provide the guiding ideology for the college course reform, is direct guide and propulsive to the college course reform. As a result, the research on college course policy can provide historical clue and scientific basis for the formulation and implementation of our country college course policy and be helpful to explore a suitable college course policy in accordance with our country situation and promote reform and development of college course.This article, based on educational policies, by means of statistical analytic method, text analytic method and historical inspection method, analyzes the background and main content of college course policy among three historical development stages which is "the elitist period", "the mass period" and "the quality project period" since the reform and open policy was carried out before 30 year ago. The characteristics of our country's evolutionary college course policy are summarized as follows: From the main body of curriculum policy, the college course policy is in charge by past multi-departments of the government together to the Ministry of Education now. From the system of college course, college course policy emphasises unity in the past to college-based policy at the present. From the establishment of college major, the management relaxes gradually. From the value orientation, the college course policy transforms from emphasising social value to paying attention to the value of main body of human. From the political education curriculum policy, the curriculum has been adjusted unceasingly according to the innovation of political theory, innovating the course content with the science theory.Finally, this article summarizes the current problems our country college course policy confronts:lack of democratization of decision-making; insufficiency of college course right; insufficient conformity of the social value and the individual value; deficient stability of the college course policy. Some proposals to improve the efforts of our country college course policy are put forward:The college course policy should take the promotion of human's all-around development as a subject, we should promote democratization of decision-making of college course policy,we should enhance effectiveness of execution of college course policy.
