With the historical period of comprehensive construction well-off society coming, as the centers of cultivating high quality innovative talents and the headstream of knowledge innovation and cultural innovation, high-level research universities will play an increasingly prominent role in national economic construction and social development. The result of the personnel system reformation in the high-level research universities is related to the competitive strength and the development level. As the core of the personnel system reformation in the high-level research universities, the teacher appointment system will effectively advance the reformation and development of high-level research universities, and it is also of great strategic significance to prosper the nation with science, education and talents. But some aspects of the existing teacher appointment system have been unable to adapt to the requirements of times development. High-level research universities. imminently need to establish a teacher appointment system, which is guided by the human resources management, combine with the school development and accord with the developmental laws of the socialist market economy.By dint of the knowledge type staffs management theory, the learning organization theory, the job analysis theory, the performance appraisal theory, the compensation theory and the incentive theory, based on the experience of American famous research universities, the paper analyses the current situation of the teacher appointment system in high-level research universities, the problems of the teacher appointment system in high-level research universities and the reasons of these problems. Then, with the requirements of the teacher appointment in high-level research universities, the paper describes the designation of innovation ways of the teacher appointment system from six aspects, including setting the teachers' post scientifically, clearing employment procedures, making the performance appraisal perfect, constructing dynamic salary system, formulating comprehensive incentive mechanism and the safeguard measures of rights and interests, and studies the features of the appointment system innovation and the relations which we should deal with properly in the process of the appointment system innovation. Finally, taking Dalian University of Technology as an example, according to introduce the current situation of the Dalian University of Technology, the paper analyses the achievements and the problems in the process of implementing the teacher appointment system, and makes a further dissertation of it.
