Research On The Talent Strategy Based On Motivation Mechanism In Yingkou Development Zone

Since the beginning of 21^st century, the trend of economic globalization has led to the rapid development of technological revolution and industrial restructuring. Being aware of the more and more fierce competition in economy, technology and comprehensive national strength, all the nations and regions in the world consider the talents as the vital element in the economic construction and social development.Yingkou Development Zone is a state-level economic and technological development zones which is approved and set up by the State Council in the October, 1992. It is superior in industrial foundation, natural resources, technical talents, geographical position and port condition. However, as an emerging thing, and with the steps of reform and development of international competition and information technology, the Yingkou Development Zone is facing a severe scarcity of talents. Therefore, it is necessary to study the strategy of talents, based on motivation mechanism, and to explore the new concepts and systems to train, attract and maintain the talents as well as to make rational use of them. Such research would be of great importance to the reinforcement of the technological advances and economic development and the society modernization.Based on the fact of the Yingkou Development Zone, the paper adopts the research methods of investigation, comparative analysis and experts consultation to carry on the inside and outside environmental analysis. By SWOT model, the opportunities, threatens, strengths and weaknesses of the region, together with the main problems of the talent work have been concluded. On this basis, a talent strategy based on motivation mechanism is constructed, and finally, some further measures are presented.
