| Higher vocational college counselors are the skeleton strengths and guides who are engaged in ideological and political education work to educate and encourage vocational college students to grow well. Our government has recently paid special attention to the college students' ideological and political educations. The counselors, as the major backbone, being the instructor and conductor of the college students' healthy grow-up, have increasingly received more and more attentions. To strengthen the construction of the counselor team, it would be very important for us to enhance the reformation, development and stability of the college education, and to implement the governmental policies.Based on the full and in-depth study, analysis, and research on the construction of the college counselor team and on the preliminary results from the academic community, this paper first introduces the basic theory of human resources management, the development of the domestic counselors, and the emergence and development of the counselors system abroad; after that, combined with higher vocational colleges' own characteristics, this paper reasons the status of our higher vacational education and the problems and causes in the construction of counselor team by using the basic theory of human resources management through the in-depth analysis on the researching materials about the developmenes of counselors home and abroad, especially Shandong Province, in order to provide a foundation for the enhancement of the construction. Second, combined with our actual conditions, according to the basic theory of human resources management, this paper provides four measures from the perspectives of the construction and selection, the training, the evaluation and inspiration, the development of a long-term effective system, in order to provide more scientific and effective ways for the the construction of the college counselor team and enrich the researching achivements in it.
