With the social background Of economic globalization and fierce human competition, the university teachers is a primary resource of higher education resources, and it's development and management has become a key way of deepening of personnel reform , optimizing the teacher structure, improving the education quality and effectiveness. However, the appointment of professional and technical positions is the important content in College Human Resource Management, and it is based of the quantitative evaluation. Therefore, the scientific and reasonable evaluation system has an important significance to enhance the research performance of university teachers and the human resources quality.According on the above, the study through motivation theory and the relevant performance evaluation theory analyzes the quantitative Evaluation system of a medical University for professional and technical positions, based on the introduction of concept and history, and draws the following conclusions: (1) quantitative evaluation has positive role to the research performance in colleges and universities. (2) The quantitative evaluation system has the internal imbalance structure. In the basis of the above findings, the paper proposes some suggestion about how to improve the quantify system and optimize the internal structure or environment, in order to full play the guiding role and promote the education levels and the competitiveness of colleges.In short, the quantitative evaluation is a double-edged sword. When it is used incorrectly, there is the academically risk. And through the right programming and rational using, quantitative evaluation has important practical significance of the current classification institutions and assessment or post-hiring management.
