The project of The National cultural quality education Base for college students is a tilt-quality project. By literature datum research method, logical analysis, professional forecasting, mathematical modeling, this paper analyzes the project stakeholders and project requirements, defines the sub-projects, function module and Target audience and establishes the system model of the project.After using the Project management techniques and tools into practical work such as WBS, Project review, Project evaluation, this paper summarizes project experience and also explains the Quality control process of the project.It also compares the education sector of the United States National Quality Award to The Evaluation index system of National cultural quality education Base and analyzes Similarity between these two. It introduces the meaning of the quality of this project and establishes the evaluation index system on the basis of relevant experience. At the end of the paper, it uses fuzzy evaluation method to assess the establishment of a model.
