For the last several years,the population of graduates has been breaking new highs.In the current severe employment environment,the coexistence of the total surplus of college graduates and the dilemma of local recruitment has become a focal problem in present society.In order to promote the growth of native regional economy,strengthen regional competitiveness and grab the commanding point of talents,local governments in China have promulgated employment support policies for college graduates to promote their local employment.In order to further optimize the local government’s employment support policies for college graduates,this article introduces the different stages of the evolution of relevant policies and the implementation of policies of the central and local governments.Taking Ouhai District as an example,this paper introduces the background,main contents and implementation status of the employment support policy for college graduates in Ouhai District,and conduct a questionnaire survey on the executive conditions of the policy.The survey found that the respondents’ awareness and implementation effect satisfaction with the employment support policies for college graduates in Ouhai District are low.Through further analysis,it is found that there are three problems in the implementation of Ouhai District government’s employment support policy for college graduates: the limitations of the understanding of the characteristics of the policy problems,the impact of policy defects on the implementation effect,and the Impact of other aspects other than the policy on the implementation of the policy.Specifically reflected by the following points: First,it is insufficient consideration of the types of policy problems,lack of full understanding of the nature of the problems and the scope of the target group of the policy is not fully defined,etc;Secondly,it is the attractiveness and operability of the policy itself are not strong;Third,it is inadequate policy publicity,poor implementation mechanism,low work efficiency of the staff of the implementation unit,non disclosure of implementation information and so on.Based on the investigation and the theoretical model of policy implementation summarized by Chinese scholar Chen Zhenming,this article makes a concrete analysis of the existential questions from three directions: the features of the question,the factors of the policy itself and outside the policy.Eventually,combined with the problems existing in the implementation of the employment support policy for college graduates in Ouhai District,Wenzhou,this article offers three pionts on how to improve the employment support policies for college graduates of local governments:First,we should grasp the problem characteristics of the policy.Find out the contradictory points of the problem,deepen the understanding of the nature of the employment problem of college graduates,and reasonably define the target group of the policy;Second,we should further improve the policies.Enrich the content of the policy system and draw up operational measures;Third,we should create a good policy implementation environment.Enhance policy propaganda,heighten the ability and service of policy implementers,optimize policy implementation systems and mechanisms,and strengthen policy implementation supervision and information disclosure. |
