This study from the rural civil organization participates in the public governance functional by reality and should be probability to inspect, found that although the rural civil organization can not be the initial indications of its role in which promoting the development of democracy , safeguarding the rights and interests of farmers to promote rural economic development, to promote spiritual civilization villages, providing social services in rural areas. But objectively speaking, many of our country's rural civil organizations cannot fully exert their should have the public governance function at present, to promote the role of building a new countryside also not enough to highlight. Its causes and the problem is: Imperfect legal system makes rural civil organizations to participate in the public governance are not guaranteed, the dual management system causes rural civil organizations have strong depence to the government, honesty flaw brings the credibility of the rural civil organization is insufficient, the relationship between other governance main body did not receive the correct result to cause the function of each governance main body have not be effectively, Self-construction problem has hampered their governance function and give full play. Based on the above automatically, this study from the strengthen the legal protection, reform the management system to enhance the independence of the rural civil organization, enhance the credibility of the rural civil organization, standardize the relationship between rural civil organization with other governance main body, enhance self-construction of the rural civil organization five aspects make suggestion to improve public governance functions.
