Community education,as a part of lifelong education,shoulders an important mission of building up lifelong learning concept for community members and the construction of learning society.Community education in China has developed a lot in recent years,but it is not mature and still with some problems.Many reasons may lead to the problems,among which the ultimate one is absolutely related to education system.China's community education management system adopts government overall management for a long time.With the development of community education,the disadvantages of the management system become noticeable,such as inefficiency of the community education management and poor quality of service,low efficacy of social education and low residents satisfaction etc.Frankly speaking,just rely on government management will be nothing like enough and the overall management has become disappointing.However,the natural attributes of the civil organization,like grassroots,civic,democratic,non-profit,public welfare and non-governmental,dictated that civil organization could compensate government's unified management system of malpractice,which is also the best force to participate in community education.Further,China has promoted social and public governance a lot at the level of a country in recent years.The Third Plenary Session of the 18 th CPC Central Committee has stated clearly that it is necessary to strengthen the modernization of management and promote social members to participate in social governance.It is obvious that promote civil society organizations involved in community education is the inevitable result of this national policy.This paper is divided into five parts.The first part analyses the research background,purpose and significance,research at home and abroad in general,innovation and theoretical basis.The second part defines the connotation of the civil organizations involved in community education,and classifies the civil organizationsparticipated in community education from different dimensions.Including the degree of loosening of the organization,the formal and informal,the relationship with the government,and the content of the activities carried out.At the same time,this part analyses the role and function of civil organizations in community education.Civil organizations play a significant role in community education,such as the consultant of public policy,the provider of public product,the supervisor of quality in community education.The function of community education includes optimization of the management system in community education,improvement of the validity of community education supply,coordination of the social conflicts and the releasing of social pressure.The third part introduces the situation of non-governmental organizations in the United States,Canada and Japan involved in community education,mainly from the following three aspects,the categories of civil society organizations participated in community education,the role of civil organizations in community education,and the survival and development of system space.This is intended to learn from their development experience and promote the development of China's civil organizations in community education.The fourth part indicates the difficulties that civil organizations faced when participating in community education.For example,threshold of community education is high,shortage of funds,grass-roots government awareness of civil society and poor social credibility.The fifth part discusses the current situation with discovered problems during the development of community education in China,and draws lessons from the experience of civil organizations in community education development abroad.This paper comes up with some strategies and ways for how civil organizations participate in community education in China.
