Some classic theories are disserted, such as higher quasi-public goods theory, investment in education theory, higher education cost-sharing theory and economies of scale theory, and the principle of choice of college financing, which laid a solid theoretical foundation for the thesis.Secondly, by analyzing the colleges and universities at home and abroad the main form of financing, that is, government investment, fee income, strengthen cooperation of school and businesses, for social donation and issue college bonds and so on, combined with the reality of colleges and universities in Hebei Province ,summed up for financing institutions of higher learning.Once again, by analyzing the current situation of colleges and universities source of funds financing, based on the 10 key colleges of Hebei Province, find out the current funding problems of colleges and universities in Hebei Province: lack of government investment, over-reliance on fee income, too many bank loans, too little other income. And analyzes the main causes.Finally, brought forward the corresponding reform measures of improve the college fund-raising channels, such as ,to make full use of regional resources, reform and improve the existing system of tuition fees, establish the financing mechanisms for poor students, support school-run enterprises and rely on social and so on., elaborated the feasibility of reality and with the problems mentioned before.
