With the continuous deepening of the second curriculum reform, curriculum system and the concept of teaching method have changed a lot, and thus new demands will be raised to the teaching method and literacy of the teachers', teaching and research staff as the teachers of teachers' will face a challenge. I believe they should upgrade their literacy in guiding force of curriculum, research and information technology. Another question is worth considering: the number of rural teachers is large and the teachers are in different level, how to improve the relevance and effectiveness of teaching and research? In fact, this is not only to improve another literacy of rural teaching and research staff, but also to enhance the teaching quality of the current suburb. Teaching and research staff must strive to obtain the corresponding development and enhancement of literacy, which is the responsibility entrusted by the times.This paper will use the literature study and questionnaire survey method, outline the status quo of foreign teacher trainers as well as problem-solving methods to analyze and organize at the same time, gain a better understanding of traditional modes of them to find ways we can learn to carry out. Then we will find literacy the teaching and research staff in rural areas must have.In practice, research components, it contains teaching and research staff must have the force of curriculum guide , study and research quality, teaching and research activities through the use of information technology, including the abilities of teaching and research staff's reflection on the teaching and research , teaching and research training activities, organizational forms, establishment of a rural-based model of effective teaching and research areas ( Songjiang District, for example) to settle the problem that rural schools have difficulty in research training activities, to promote the teachers at different levels and meet their needs , to strengthen rural linkage of teaching and research and establish a viable mechanism, not only creating a strong teaching and research atmosphere, but also building an environment to develop each teacher to raise the overall quality of rural teaching and research.In conclusion, I am through the educational administrative departments, rural teacher training colleges, teaching and research staff to make recommendations, improve the teaching and research networks, rationalizing rural teaching and research functions, the establishment of teaching and research supervision and evaluation system. Through the establishment of teaching and research staff access system and the tenure system, we must protect the quality of teaching and research team members, and gradually perfect the work of teaching and research staff evaluation system. Teaching and research staff should enhance their own principals of schools in rural school leadership, teaching and research, improve and perfect the system of school-based teaching and research, strengthen teaching and research building, to guide school-based teaching and research focused on research, so as to upgrade their literacy.
