The vocational education which has occupied half of the higher education has obtained a rapid development in the country since the 1990s, training a large number of technical applications personnel. There is a noticeable force in the management team in vocational institutions——middle managers. They belong to the implementation of the organization in vocational colleges'management. It Plays a role of leadership and management role of linking. They are not only the strategic objectives of the school but also the actual implementation of management decision makers. They are a bridge of communication between the senior leaders and grass-roots leadership.Their role is responsible for organizing, implementing the instructions of the leadership and instruction. They conduct regular inspections, guidance, coordination and control aspects of the work. Middle managers in school management activities as a key force, they are responsible for the functional management responsibility. Their level of quality, ability to directly relate to the competitiveness of the size of the school, the level of management. So how to select and train a group of outstanding middle-level managers? What is the competency of these managers? And what is the relationship between these competency? This study is from a management point of view of competency to explore suitable vocational institutions to develop competence of middle managers feature model.Competence and competency which is characterized is a concept of management rising in the early 1970s in the United States. It is one of the hot issues during the last three decades of management, industrial and organizational psychology, human resources management research in the field disciplines. We are provided a new perspective for researching middle managers,because of the establishment and development of competence theory in vocational colleges.This study begins by describing the competence of the basic theory and research status, and then leads to the concept of Competency Model, introduces the principle of building a competency model and steps, and through contrasting with the traditional human resource management competence to discover the advantages of human resources management style. And then leads to the background and significance of building competence model of middle managers in higher vocational colleges.The third chapter is the core of this study:the construction of middle managers vocational college competency model. This section is mainly through literature search and analysis, issuing open-ended questions, conducting interviews and other examples of a variety of ways to collect and build the required data of the competency Model. On the basis of research results of refering to other researchers for competence, it initially identifies the middle-level managers of vocational colleges Competency Model. Then through qualitative analysis for the preliminary design of the questionnaire, it is compiled into a formal questionnaire. In this survey, 6 Shandong Vocational Colleges is distributed 300 copies of questionnaires, I preliminarily use the results of the questionnaire by using software SPSS13.O, and carry out a comprehensive examination to the reliability and credibility of the findings, eventually come to constitute the higher vocational colleges nine Competence Models of middle management competency, namely: interpersonal insight, innovation, active learning, coordination and communication capabilities, information and time management, adaptability and flexibility, lead management capabilities, personal influence, professionalism, and personality traits. At the same time,determined on these competency's weights and the definition. to a certain extent, the model construction can be used as a reference standard for the requirement of middle manager positions in vocational colleges, and it is benificial for their own development.The fourth chapter taking competency model as a tool,conducts applied research for building competence model from the selection, assessment, training three areas for middle managers of the higher vocational colleges,hoping to provide a frame of reference for the selection, assessment and training of higher vocational colleges middle management.The final section describes the conclusions of this study.
