In recent years,the economy of ethnic areas achieves rapid development with joint efforts of the people of the ethnic minority areas,Chinese Party Central Committee,and the Sate Council.The Modern Vocational Education System Construction Plan(2014-2020),published on June 2014,pointed out that "In order to meet the requirements of accelerating the development of regional economic and social development,promoting the integration of all ethnic groups,optimizing the structure,and improving quality,the ethnic areas should accelerate the development of vocational education".As is known to all,teachers are one of the key factors affecting the quality of education.Correspondingly,vocational education unique "double-competency" teachers play the key roles to improve the quality of higher vocational education.The traditional personnel management of the school is more concerned about the teacher's achievements and qualifications,ignoring the competency of teachers.However,what competency characteristics determine the performance of teachers in higher vocational colleges is hard to evaluate.In 1970s,North America tried to apply competency in the training of teachers and schools,and then competency was expanded to the field of education.Today,both connotation of competency and methods of building competency model have been very mature.This paper is composed of two parts.Firstly,we focus on the"double-competency" teachers in higher vocational colleges and analyze the obtained data qualitatively and quantitatively by Exploratory Factor Analysis and Confirmatory Factor Analysis,which results in a national vocational colleges "double competency" teacher competency model,including:professional quality,development ability,thinking ability,teaching ability.Secondly,the proposed competency model is applied to the human resources management of "double competency" teachers in higher vocational colleges in minority areas.Furthermore,we put forward Measures of Improving the Competence of "double-competency" Teachers based on the proposed competency model.
