Currently, the worldwide tide of science and technology and economy has pushed our country into a new age with great opportunity and serious challenge. The competition of complex power between nations depends on its talents at last. The higher schools, as the foster of talented person, has a important function to cultivate students and innovate knowledge, as well as serve society. They take the place of strategic role in the construction of innovative country. Therefore, its construction and development has cause our common attention. Meanwhile, more and more people focus their vision on the university leaders, who are the blueprint designer of university development. What special characteristics should these leaders master? This problem desire realistic importance.Competence and competency rise in 70'last century in American as a management concept. It is one of the hot issues in such field as management science, the industry and organization psychology, human resource management and so on. The establishment and development of competency theory has provide a new perspective to the study of university leaders. This topic describe the basic theory and current situation of competency firstly. Then it leads to the concept of competency model and introduces the step and principle about how to build construction of the model, comparing with traditional management style of human resource, it aims to find the advantage of this new competency style.The essentials of this topic is the construction of university leaders competency model. This part mainly collect data by literature search, open style questionnaire, behavior event interview and so on. It initially fix competency model consist of 39 competency character index on the basis of others research result. Then, it is available by qualities analysis on previous questionnaire. This investigation has collected 150 questionnaires in 4 universities respective in Hubei and Shanxi province, it also inspect the reliability and validity of research result by SPSS 13.0 software. Finally, the investigation concludes that there are 11 competency characters on leaders competency model as following: academic scientific research ability, team management and leadership, humanities concern, strain capacity, loyal professional, analytic expression thinking power, public relation ability, individual basic accomplishment, interpersonal expressive force, system thinking power and innovation strength. Meanwhile, it ranks every character a ratio and provides concept profited from competency dictionary. This model can be used as a reference standards for high-level managers in university, it can provide basic for its own development too.The key point of this paper relay on the application of competency model of senior managers in university. The paper emphasize an collection, appraisal and training of high-level leader with the tool of competency model. The last section elaborates the conclusion and deficiency of this paper, and forecast the development of competency model tendency in future.By competency model construction of high-level managers in university, this study designs application links in implementation stage, aiming on providing reference on selection, appraisal and training of high-level managers in university.
