The moral character is decomposed ten first degree targets which are concrete and behavioral in this study, basing on the notebook of rule conduct for primary and middle school students and the outcomes of research about domestic and abroad. The research includes the three following steps; firstly, we constructed the relevant targets of moral character by establishing the first and second targets. And then, we made the test in advance and deleted the items which the aims are ambiguity by the analyzing of factors. Secondly, we construct the effective evaluation targets system about moral character including ten first degree targets twenty one second degree targets and ninety eight last degree targets.Thirdly, we used this evaluation targets system to investigate the minority students of Xishuangbanna District. The independent variables included the grades gender and nationality, the aim was to discuss the development tendency of moral character and the influence of these variables on it. The results are showing:On the one hand, there are distinct stages both acceleration and crisis in the development of students' moral character, and most of students' moral character are general.On the other hand, there are significance for nationality, grades and gender on the development of students' moral character.Moreover, the scores of students' moral behavior were higher on the discipline, law, hygiene, safety and honesty than other aspects; otherwise, on the contents of science, study, country and environment were lower than others.
