The balance of teacher resources configuration is an important manifestation of the balanced development of compulsory education. Uneven allocation of teachers led to the imbalanced development of compulsory education. It's necessary to achieve resources balanced to promote the balanced development of compulsory education. Balance of teacher resources configuration is the most crucial and difficult aspects. Therefore, the balance of teacher resources configuration in the county is the requirement of the satisfied education for people. It has important practical significance for education fair and the balanced development of compulsory education. Molidawa County was taken as an example, and think about the measures of teacher balanced allocation in compulsory education of the county.The first part, introduction. Pointing of the importance and present situation of the teacher balanced allocation in compulsory education of the county. And then recall the teacher resources allocation's problems, causes and countermeasures, fix the ideas and methods of the study.The second part, the study of current situation and problems about the teacher allocation in compulsory education in Molidawa County. Through the survey found that it mainly exists six problems. First, the uneven configuration of teacher resources between urban and rural areas. Both overstaffing and vacancies exist. Second, they are lack of ethnic minority teachers, the effectiveness of bilingual education is not obvious. Third, the differences of teachers' educational level between urban and rural are significant. Rural teachers'educational level is low. Fourth, professional teachers, rural-urban differences in teacher qualifications clearly. Teacher qualifications of teachers in rural areas is low. Fifth, teacher resources in the subject, the age structure of the configuration is not balanced, some teachers in shortage subjects. Sixth, professional teachers between rural and urban structure in the title there is a certain gap in a number of problems affecting the region's balance of compulsory education in teacher allocation.The third part, analysis the reasons for compulsory education teacher allocation is non-equilibrium in Molidawa County. It mainly has following aspects:(1) The county economic development is unbalanced. (2) The compulsory education for teachers input mechanism is not perfect, the investment of teacher shortages. (3) Existing personnel system of teachers is not conducive to excellent teachers to share resources. (4) In the stage of compulsory education, it lack of teachers exchanges, cooperation and the rational flow. (5) Schools are ranked so that teachers from different schools has widened the gap. These factors restricted the teachers balance configuration of compulsory education in the county.Finally, combined the relevant theoretical basis, proposed countermeasures. (1) Strengthen the government's responsibility to increase the weak schools and rural areas' investment in education. (2) Clear county educational administrative departments of the responsibility to strengthen teacher management, regulation and supervision. (3) Efforts to meet the national township and school teachers' need to enhance the remote rural areas of teacher training. (4) To adjust the school layout, set up standardization school system, improve the overall quality of teachers, and make full use of and optimize the resources of existing teachers. (5) Improve the mechanisms for interaction and development of teacher resources in the county, establish regular exchanges and cooperation between principals and teachers and rotation system. (6) Establish the indicator of a balanced allocation of teachers in compulsory education, improve communication and cooperation of teachers incentive system.
