Compulsory education is every school-age children and adolescents must be accepted by the public welfare undertakings, a national unified implementation and must guarantee.For a long time,China’s regional economic and social development is not balanced,the gap of development brought about the development of compulsory education is not balanced, in capital investment, infrastructure construction, teachers and other aspects of the difference is very big.The development gap of compulsory education has brought many social injustice phenomenon:regions and between urban and rural areas,between schools and different stratum between the unfair education.The fairness in education is an important part of social justice, is the key factor in promoting social equity, is an important field of social justice. Compulsory education as the basis in the field of education, is the key to realize the education fair and focus. Reflection of educational fairness in the stage of compulsory education must be to achieve the balanced development of compulsory education. The basis and premise of balanced development of compulsory education,balanced allocation of compulsory education resources. Therefore, to achieve a balanced allocation of compulsory education resources is an important link to realize the balanced development of compulsory education.China to give priority to the development of education as a strategic focus to vigorously promote the development of science and technology education, focus, and at the same time it is the strategy of the western development in China therefore, to promote the development of the Western compulsory education as the focal point,the implementation of a number of major projects in the western region to promote the development of compulsory education development, the cause of the rapid development of education in the western region. Butcompared with the eastern region, there is still a big gap. In China’s western region, promote the balanced development of compulsory education has been unremitting efforts, has a long way to go. At present,there are still the following problems:one is the government investment is seriously insufficient, the low proportion of standardized school. The two is uneven and the whole quality of teachers, especially the teachers in rural areas with serious aging. Three students are unbalanced distribution. Four is the school running model is too single. It is not difficult to see that, in order to effectively promote the balanced development of compulsory education, must take the resource balanced allocation of compulsory education as the premise and basis of.Therefore, research on the resource allocation of compulsory education in western region is particularly important and urgent.According to the balance of China’s resource allocation of compulsory education in the western region of the problem, in this paper, the author gives some solutions from three aspects: first, the reform of institutional mechanisms to hinder the compulsory education in the western region of the fair, to break the two yuan education system, establish a unified urban and rural compulsory education system, strengthen the leading role of the government in the compulsory education in the allocation of resources special groups, to increase the protection of the rights of equal access to compulsory education. Second, to improve the compulsory education investment in western region and, by increasing of the western region compulsory education funds investment, promote compulsory education schools in western regions of standardization construction and perfect the guarantee mechanism of funds for compulsory education in the western region and other measures, provide a powerful mechanism to ensure funding to achieve a balanced allocation of compulsory education resources in the western region. Third, the establishment of quality educational resources between urban and rural flow mechanism. Adjust the layout of the steadily compulsory education schools in Westernscience, the reasonable configuration of the stage of compulsory education in western region put forward a variety of teachers, promote the quality of resource sharing of high-quality educational resources to ensure two-way flow, in order to achieve a balanced allocation of educational resources is the objective.
