The job qualification authentication system for the class teacher is a special permit system for potential class teacher. It is a basic system of teachers' further education as well as a special national examination system belonging to educational law. In light of skills standards required by the country, it carries out an objective, fair, scientific and standard evaluation and appraisal of applicants' skills or qualification with the aid of examining institutions authorized by the government and then presents the qualified job qualification certificate. This is a system composed of a series of behavioral rules which includes law policies, management policies, training policies, authenticating policies and certificate presenting policies. Among them, law and management policies are fundamental to the authenticating system, and others are the operating system. With regard to its nature, it is an important guarantee institution for the cultivation of professional class teacher and a system construction to improve their work.It is necessary to establish the qualification authentication system for class teacher. It not only helps to root out the loopholes within the current class teacher management system, but also improve related educational policies and laws, especially guarantee a relatively strong educational and managing competency of the class teacher and promote the development of professional class teacher. Above all, they are not only teachers shouldering special responsibilities, but people who play a key role in shaping students' morality. Nowadays with the acceleration of elementary education reform and the great impact on elementary education by information technologies, the complexities and significance of the class teacher are both higher than average teachers. Without corresponding qualifications, one finds it difficult to play a sufficient and positive role in class management and student development.Its establishment is also feasible. On the one hand, it has the practical basis such as research on classteacher's job, the establishment and successful implementation of teachers' qualification authentication system, drawing upon foreign related qualification authentication system. On the other, it has corresponding theoretical basis such as research on the characteristics of classteacher's job, professional training of the class teacher, and research on curriculum set-up, research on the reference framework for classteacher's job qualification authentication.Of course the establishment and implementation of classteacher's job qualification authentication system isn't easy and will encounter certain difficulties of which we should be fully aware. For example, lack of related laws, absence of certain institutes in related organizations, the negative attitude of teachers, and the influence of peofessional title evaluation and employment policy. Therefore this essay suggests promoting its establishment and implemantation through the following aspects. One is to establish and improve related supporting policies and make regulations identifying the professional position of classteacher as well as job qualifications, employment, subsidies and training. The other is to publicize the significance, aim, content, procedures, etc of its establishment and implementation so as to increase public approval degree and expand its influence. Another is to optimize the rank structure of classteacher profession, invest more to solve some practical difficulties and strengthen supervision in order to achieve a gradual part-to-whole implementation.
