With the advent of the21st century knowledge economy era, people generally increasedemphasis on education, teacher quality as an important factor affecting the level of the quality ofeducation has also increasingly become the focus of attention. Improve the overall quality of thecontingent of teachers, highlighting the professionalism of the teaching profession to become acommon theme in the world of education reform. In China, with the reform and improvement ofthe education policy, teacher career began favored. Especially in recent years, economictreatment of teachers, social status has relatively increased, easy and stable working environment,attractive holiday life become much more than other occupations highlights. This has attracted agrowing number of college graduates to embark on a career in education, but how scientificprediction them whether they have engaged in the teaching profession to become a professionalperformance challenges we face. Teachers’ qualification system as a benchmark measure ofteachers’ qualification and the guide of teacher education, since its implementation, to improvethe overall quality of teachers, accelerate the construction of teachers’ specialization, andpromote the standardization of the teacher education speed, improving the quality of educationlevel plays an obvious role. But we need to see clearly that our teacher qualification systemstarted late, slow development, there are many efforts for improvement in the future. Surgingtide of history, reality demands urgent push the pace of reform and improve teacher qualificationsystem in our country.The United States as the world’s first country to implement teacher qualification systemimplemented in teacher qualification system for nearly two hundred years of history, hasaccumulated a wealth of experience. In recent years, the United States, a written exam basedtraditional way of qualification of teachers generally been questioned, critics argue that thetraditional way of qualification of teachers often can not effectively identify the real task ofqualified education teacher candidates, can not be more accurate predict teacher effectiveness,the lack of predictive validity. To meet the strong demand of people, the United States "teachingpractical ability" as the core of the new teacher evaluation scale qualification system generated inthe pipeline. The new teacher qualification system reflects the teacher qualification exampractice orientation to teaching practice at the core scale teacher qualification exam, teachers arebetter able to measure the teaching and practice of decision-making ability, can be our teacherqualification system reforms useful reference.This article uses the method of literature, history, and comparative research, dig deeper intothe United States to "teaching practical ability" as the core evaluation scale of new teachers’qualification system, on the basis of the deep background, from the qualification for thequalification of the applicant, the limit, test content, test method design from three aspects, of American primary and secondary school teachers’ qualification examination and the practiceorientation in. Given the positive effect of new U.S. teacher qualification system generated in theprocess of implementation, the paper identified the development of teacher qualifications andpractical problems in the history of the system, based on teacher qualification from a perfectsystem of laws and regulations, and effectively improve teachers qualification standards,establish a multi-level, multi-types of teacher Certification system and establish a team ofprofessional qualification of teachers, breaking lifelong validity of teacher qualifications, teacherqualifications accommodative specification, an attempt to introduce performance evaluation aswell as the qualification of teachers the performance evaluation applied to expand teachereducation practices in eight areas proposed a reform and improvement of teachers’ qualificationsrecognized system.
