The Training Plan for High-level Minority Talents is a significant postgraduate-training policythat the government persistently develops a group of high-level comprehensive talents forthe minority regions in order to give great impetus to the economical and socialdevelopment as well as to optimize the talent structure, which enables the talents in turn tomake contributions to the development of the minority regions based on their ownadvantages after receiving higher education.The implementation of the program Training Plan for High-level Minority Talents hasa positive effect on offering a strong support of intellectual for the ethnic areas, astop-quality talents can direct those ethnic compatriots to build up correct national values,thus helping preserve regional harmony and stability. In the process of the implementationof the program, the talent structure of the minority regions gradually gets optimized. Alsothere will be a great improvement of the educational and cultural level, accompanied by anincrease of the conversion rate of scientific and technological achievements.Whether a policy can be successfully carried out is closely related to its own quality.The effectiveness of a policy comes from the executive’s innovation ability and executionpower. Meanwhile, a policy is likely to be resisted by the aimed groups and to beinfluenced by the external environment when it is being carried out. At present, there stillare problems that can’t be ignored during the implementation of the Training Plan forHigh-level Minority Talents, involving the lack of publicity of the policy, the irrationalityof the release of the plan targets, the divorce between the intellectual supply and demand,the outdated pattern of the basic training and teaching management, the defective guidancefor employment, etc. The government enforcement department is supposed tostrengthening the publicity, to establish a system for talent delivery, to properly arrangethe release of the targets, to transform the talent-training pattern, to optimize the allocationof the talents in different fields, to increase the input of the teaching management andhumanistic care, to perfect the guidance for employment as well as to reinforce themanagement of the graduated talents. Also the government is required to set up aguarantee mechanism of the intellectual employment, and in that case, we can promote theintellectual communication between the ethnic regions.
