"High-level Backbone Talents of Ethnic Minorities plan" is worked out by the government aiming at through the strategy of rejuvenating China through science and technology to promote the western development strategy.The plan have cultivated a group of highly educated professional talents of ethnic minorities since2006.The training school in the plan is more than 211 level key school.And the students in the plan come from the western provinces and cities. In accordance with the "directional recruit students, orientation training, directional employment", the origin of students can enjoy "unified exam, appropriate drop points" and other special policies and measures.And the graduate who has followed the policy must go back to work to the oriented-province and oriented-unit.During the last decade,The plan has cultivated a large number of high level talents to the west and ethnic minority areas,yet the problem of employment that the graduates concern about have not been solved properly.These problems are likely to restrict the introduction of talents in the west ares and have an influence on allocating the human capital reasonably in our country,Thus reduce the effects of the plan.It has important realistic significance for releasing the lack of talents in west and ethnic minority areas,improving employment structure,Strenthening national unity and safeguarding national unity to research the problem of graduate’s employment.During the last decade,The plan has cultivated a large number of high level talents to the west and ethnic minority areas,yet the problem of employment that the graduates concern about have not been solved properly.These problems are likely to restrict the introduction of talents in the west ares and have an influence on allocating the human capital reasonably in our country,Thus reduce the effects of the plan.It has important realistic significance for releasing the lack of talents in west and ethnic minority areas,improving employment structure,Strenthening national unity and safeguarding national unity to research the problem of graduate’s employment.This paper aims to comb positively to the development veining of"The minority backbone plan"through reconceptualising the policy changes and the status quo of implementation of the regional policy.The aim is under the guidance of institutional change theory,social mobility theory and human capital theory.In addition,this research chooses Zhangjiajie in Hunan province as a case study to the "The minority backbone plan",the observed people include the fresh graduates and the former students.And finding out the problem of graduate’s employment and break the contract through literature research.case study and semi-structured interview to the fresh graduates and the former students which usually uses in the qualitative research.Then looking back the policy-making process.And analysing the reason of graduate’s employment from the subjective and objective aspects.Finally give some specific proposals to how to promote the graduate’s employment from country、 regional governments,universities and students themselves.
