As the development of educational informationization of college and universities, web-based instruction will become a common form of instruction and it will play more and more important part in higher education system and even lifelong education system. The biggest characteristic of web-based instruction is the separation of space-time between teachers and students. Then it liberates education from the bondage of regular time and fixed space and change the traditional classroom teaching mode. So it is convenient for students and teachers. Obviously, web-based instruction makes a great success in transferring knowledge efficiently. However, it ignores the emotional development of teachers and students while pursuits the knowledge. Emotional problems between teachers and students are sharp and they are showed as:the lack of positive emotional experience of students, the lack of professional achievement of teachers, the lack of humiliation of resources, the alienation of teacher-student relationship and the lack of the emotional information in virtual interactions. The emotional communication between teachers and students is an indispensable factor in teaching activity. Good relationship between teachers and students can promote their psychology. Instead, it will make much negative emotions such as students being weary of studying and teachers being weary of teaching which makes a great influence to teaching activities. Therefore, it is very important to teaching activities to make a good emotional relationship between students and teachers.The reason of emotional problems between students and teachers that are various is summed up to two basically kinds. One kind is the internal reason which is unavoidable defect of virtual network itself and the difficult design in emotional instruction. The other kind is the external reason by teachers, students and learning resource. Since the internal reasons aren't controlled effectively, we should begin from outside. Teachers, students and learning resource are the main points of emotional communication between students and teachers which are the source of emotional complement of an organic whole. It will affect the motional communication between teachers and students if any point is poor. Therefore, it is the prerequisite to ensure all points in a good condition to smooth communication. So we should pursue for solving strategy from teachers, students and learning resource. As for teachers, they play a leading role which requires teachers to possess comprehensive qualities and the ability to promote the communication between teachers and students effectively. We don't only make training to teachers which is the main method to prove teachers, but also we can train teachers lifelong by establishing websites of famous teachers and building blogs.As for students, their psychological experience has an important effect on communication because they are relatively immature group to teachers. The students should be educated about network morality to be a civilized cyber citizen and it is important to provide a good external environment. For example, creating a good atmosphere of learning and improving learning and service system which will make students produce positive mental experience such as no longer feeling lonely and observing sense of belonging. At last, learning resources is an important link of the emotional communication between teachers and students. So to pure the mental element of teachers that is integrated with teaching material in to learning resource in designing is vital. Then by using network media flexibly,the student can absorb the mental element and develop themselves from it.
