In this paper, the theory of the interpretate our preschool education policy and raised proposals in preschool education policy in according to China's preschool existence in fairness and efficiency issues on the basis of previous studies the relationship between fairness and efficiency by use of literature study and historical research. The preschool education policy is the lifeline of preschool education, equity and efficiency relationship is a problem that must face and solve in the developing process of China, it's correct or not related to the problem of Pratt & Whitney and development. At present the relevant departments too much emphasis on the non-compulsory nature of preschool education, to ignore the unique, fundamental and universal nature of preschool education, ignoring the public nature of preschool education, diluting the equity of preschool education. Therefore, based on the relationship between fairness and efficiency to examine our preschool education policy is an urgent problem to solve. It play an important role in clarifying and resolving some principles in the development of preschool education and making the preschool education policy rationality and legitimacy.This study is divided into:Part I:Introduction section, including the issue raised in this study and the purpose and significance of this study, the relevant definition, Review and research ideas and methods;Partâ…¡:fairness and efficiency theory, briefly introduced theory of fairness and guide efficiency the value of preschool education in China: adhere to fundamental fairness, and promote the efficiency on the basis of fairness;Part III:Analyze changes in the relationship between fairness and efficiency of China's preschool education policy, to introduce preschool education policy in the relationship between fairness and efficiency in China, history, Preschool education policy changes in relationship between equity and efficiency can be divided into two stages:The first stage is the Beginning to the "Cultural Revolution", the basic characteristics of this period is giving priority to efficiency, care fair, the second stage since the beginning of reform and opening up, this period is characterized by supreme efficiency, fair not enough; Problems and analysis in preschool education policy under relationship between equity and efficiency, mainly question which funds provisions are missing fiscal policy on preschool education, preschool education policy on the distribution of resources within the field of serious uneven distribution, the relevant provisions of preschool education policy about the government is not clear, the absence of responsibility, rural preschool children in rural areas policy gaps leading to difficulties in education and analyzed;Part IV:The proposed proposals and thinking reform to improve our equity and efficiency of preschool education, should be the fair as the development of the basic principles of preschool education policy, should be clearly defined and strengthened the leading role of government responsibility, the establishment of financial investment in preschool partition system, the establishment of preschool assistance system, appropriate to guide the development of private preschool education, the implementation of preferential policies for the development of rural preschool education.
