The reform of public institutions goes with the new requirement of the socialist market economy development law,.and core of this reform is about the personnel system. As one of essential public industries that carry out reform, colleges and universities has already pushed on Teacher Appointment System vigorously, this is the trend of the times and reached a broad consensus. Education Law, Teacher Law and Higher Education Act have put requirements on Teacher Appointment System in colleges and universities. State on deepening the colleges and universities reform of personnel system is to ask more colleges and universities to break the life-long tenure and personnel units of ownership patterns, and to advocate the full implementation of appointment system. In early 2009, the Ministry of Human Resources Social Security put old-age insurance system reform programs and institutions on the trial, which provided the full implementation of institutions appointment system a sound social security. However, in the process of implementing the appointment system, many contradictions came out; a lot about running the system should be improved. Presently in China, under the system of university teachers, teachers post adjustment difficulty is a common, problem, which greatly hinders the construction and development of high-standard teacher groups. As an important element of the management in colleges and universities, the role of withdraw mechanism cannot be ignored, which is the key to solve the problem. How to achieve China's college teachers a reasonable allocation and enhance the vitality of teachers, competitiveness combined combat power and maintain the advanced nature of the entire teaching force is that many researchers concerned.This paper started with describing the status of the withdraw mechanism in colleges and universities, analyzed the relationship between appointment, assessment, evaluation and withdraw mechanism, systematically analyzed the internal and external environment impact on the withdraw mechanism, tried to find out main problems exists while the implementation, and through analysis of data and samples to prove it. Drawing on the advanced experience and theories of United States, Germany, Japan and other developed countries, applying human resources management and other related theories, this paper put forward methods to refine the withdraw mechanism in colleges and universities in China. This paper is expected to play a positive role to the improvement of appointment system in China's colleges and universities, meanwhile to provide related practical work with theoretical reference.
