In this paper, in the use of human capital theory, the study concern about the overseas talent both theoretically and practically. Accelerating the attraction of advanced overseas students to return and work is an urgent study and address the major development strategy issues. In the context of the financial crisis and the "thousands of people plan" introduced, making the introduction of overseas talent academic work has become the focus of attention.First of all, this article through the interpretation of human capital theory, pointing out that in the context of globalization affect the international mobility of human capital trends and causes a brief analysis of the human capital flows, also the impact of globalization on our country.Secondly, the introduction of overseas talent of our development process, policies, practices, and the results achieved have been studied for the first time the introduction of overseas talent development process of China's divided into five stages. The policy and service of China to attract overseas students has been studied systematically. Also summarized overseas students studying for an important contribution to the development of contemporary China.Thirdly, to build the new model about scientific and technological personnel returning from overseas. By this model, and a questionnaire survey method, comparative analysis and empirical analysis and other research methods, the evaluation on overseas talent attracting policy status quo of China conducted.Finally, in drawing on developed countries and developing countries to attract foreign talent on the basis of experience, put forward policy recommendations.
