Policy is set by people,which is bond to involve some value satisfying ourneeds.Besides,the value would influence the whole process of policy. admission policy ofcolleges covers a wide field,and produces very big impact,so the implement andadjustment base on value judgement surely.The university entrance exam has resumed for30years since1977, admission policyof colleges also has already been changed several times.The paper takes"combination"reform, policy of enrollment expansion and the autonomous recruitmentpolicy as research subject,uses the method of literature law and system analysis to proclaimthe reasons,running process and result of the adjustive policies.This paper mainly usescoding method to collect the policy content,which aims to find concentrated areas andproblems ignored,and introduce dominant value and recessive value in the admissionpolicy of colleges.As for theoretical basis,this paper base on group theory and criticaltheory;in term of the content,the paper will take four value conflicts as analyticalframework, that is "fair and efficency","nation-orientation and individual-orientation","po-pular education and elite education","centralization and decentralization ".in details,thesevalue orientations will be discussed in the conflict and merger of every policy adjustment.Since《China’s education reform and development programs》and《On further reformcommon higher school recruitment of students and graduates’ employment system of pilotopinion》 promulgated,"combination"reform began putting into effect with nationaleconomic system reform.Regulatory proportion increases gradually in the recruitingscheme. admission line tends to unit,tuition institution becomes to improve.In the course of"combination"reform,individual-orientation dominated;college recruiting efficiency andquality got improved giving consideration to fair;devolution from government to collegeand from nation to local prepare college autonomy; mass education factorsbeganpenetrated the firm system of elite education.In the end of20th century,reformation in the fields of higher education made remarkable progress, enrollment expansion was coming.Under the impelling of externalfactors,including economical and political, international and domestic ones,Premier ZhuRongji announced college recruit scale should be enlarged by a large margin in nationwideeducation working conference hold by central committee of the CCP and the State Councilin June,1999,then higher education began developing in high speed.Although the criticismof enrollment expansion has been well-known,it is undeniable to push forward the progressof popularization of higher education and improve the national quality. However, in thedirection of policy pursuing efficiency,fair and quality have been ignored obviously.In the early21st century,with quality education and expanding enrolment autonomy,university autonomous recruitment policy unveiled.until now,the research of universityautonomous recruitment is still continuing from pilot to promotion. As a supplement andextention of college entrance exam,autonomous recruitment plays a large role in "PeopleFirst"and promoting entrance exam fair undoubtedly,meanwhile it also obtain more collegeautonomy.Admission policy of college involves many value conflicts,yet policy formulation andevaluation certainly will base on some value standards,not ambiguous.Therefore,accordingto the national conditions,the paper regards the Ought-to-be value should be fair,legalization,"People First"and decentralizing authority.
