National culture is one of the factors affecting aims of education, so there are different value orientations for aims of education in different culture backgrounds. How to deal with the relationships between national culture and alien culture and between national culture and traditional culture? It is one of the significant projects in aims of education, which should be studied with close attention.National culture is the culture with one's own nationality which emerges and develops in a certain period of history. Taking America, Japan and China for example, this paper summarized and introduced the prime characteristics of their cultures. Through the investigation of the gradual progress of their aims of education, the inner correlation between national culture and aims of education was analyzed. Individualism and pragmatism are advocated in USA, and the aims of education reflect the value orientations of individualism and scientism; Yamato is a take-in nation, whose special nationalism and corporatism culture results from transforming native culture with alien culture, and its aims of education indicate the value orientations of spirit and society standard. In the influence of Confucianism, our national culture has the cultural traits of moral idealism and collectivism, and the aim of education embody the value orientations of standard of moralism and society.In this part which is the key point of the paper, China was compared with American and Japan in aims of education, and negative influence was scanned from our national culture, in order to hold the value orientation of aims of education in our country. Since Confucianism culture centers on ethics and politics, the value orientation for our country's aims of education is:weighing society and not individual, weighing humanity and not technology, and weighing nationality and not internationality. When pondering aims of education in the view of inheriting national culture and innovating, we must pay attention to the excellent cultural achievements from advanced countries, as well as our own outstanding cultural tradition. Therefore, based on the national culture, the value orientation in our country need to deal with the relationships between people - oriented and human - centered, between humanistic literacy and scientific literacy, and between nationality and internationalism.
