The compulsory education is the foundation project of improving the citizen's qualities and achieving the great national rejuvenation. The balanced development of compulsory education is the intrinsic requirement of socialist education. Promoting the balanced development of compulsory education is the strategic choice of Chinese education development in new era, is the theme of China's current education reform, is the important measure to implement scientific concept of development, the important guarantee to enforce quality education, the demand to establish the satisfactory education.Promoting the balanced development of compulsory education in county area is qualified in management system and economy. So the thesis selects a specific county as study object, to speed up the development of compulsory education in similar district.Firstly, the thesis analyzes related literature about the balanced development of compulsory education in county district, defines its associated concepts and puts forward its theory. Then it makes an empirical study about the development of compulsory education in urban and rural district of Liuyang city (county-level-city) in Hunan province. During the process, the thesis makes a preparatory survey by questionnaire at first. Then it makes a thorough investigation according to the result of preparatory survey, including collecting date in liuyang education bureau, making observation in some schools and chatting with some teachers. Through the thorough investigation, the author gets the original date about the development of compulsory education in urban and rural district of Liuyang city. By statistics and analysis, the author concludes that there are biggish gap in the conditions for running school, teacher troop and teaching quality between urban schools and rural schools. Then it analyzes the causes for these problems from the view of history,institution and objective social reality. At last, the author puts forward specific suggestions about how to promote the balanced development of compulsory education between urban and rural areas in accordance with current problems and causes on the basis of the practical social development of Liuyang city. The suggestions include increasing financial investment in rural education; strengthening the construction of qualified school for compulsory education and improving its supervision and evaluation; speeding up the construction of rural teacher troop; improving the quality of students in rural schools; strengthening information technology, and sharing high-quality education resources.
