The shortage of skill-oriented personnel is very important factor in domestic economic construction.The trainment of skill-oriented personnel influence our country's economic strength. Higher vocational colleges are vital organizations that develop skill-oriented personnel. Higher vocational college tap and transport a number of skill-oriented personnel. The ability, enthusiasm, ambition of teachers decide to the quality of teaching and personnel training.The teachers of Creative Nurture play an important role at the same time.So,we have to raise the efficiency and Core Competence of Human resources management .Nowadays, experts of educational world have been reached the aggrement to motivation issue of teachers,especially for the teachers of higher vocational colleges.But, there are still some difficulties on the way to motivation.Reference programs are inadequate .It's time to creat contemporary evaluation standard rather than tradional ones.The first part briefly narratives the theory of motivation. In addition,the author summerizes the present research achievement by others. The second part analyzes the actual state, existed problems and the causes according to a survey of some higher vocational college teachers in Shannxiprovince. The last part gives the principles and measures of motivation. Furthermore, the author come up with the new idea that teaching effect become one of evaluation factors of allowance distribution. This paper mainly uses the literature research, interviews and questionnaire survey method.
