City Street Office is the government's basic administrative organizations at the grassroots level. To strengthen and improve its social management functions, to establish and improve the basic social management system and build a new pattern of social management with high efficiency, orderly management and with everyone involved in are significant issues that urgently need to be resolved in the process of building the well-off and harmonious society in China. Accordingly, on the basis of theoretical analysis of social functions, this paper summarized the historical evolution of Street Office and put forward the specific ideas about the positioning of the social function of Street Office in Daoli District, Harbin City on condition of combining domestic and foreign advanced experiences, so as that the Street Office in Daoli District can fulfill the duty more effectively as the primary administrative organizations.Based on the above ideas, by the ways of using theory and practice, history and reality contrast, comparative analysis of foreign and domestic methods, this paper started from the following five sections: The first part, on the basis of defining the Street Office and the related concepts, analyzed the background and reasons for the reform of social management functions of Street Office in China. It pointed out that the social management functions evolved gradually with the rapid national economic and social development, the growing urban population, the widening city areas and social changes in the hierarchy. These new changes have brought new conditions and new problems. The second part, recalling the history and described the current status of City Street Office in China, revealed the main issues and cruxes which are incompatible with the market economy and people-oriented policy. The third part introduced the present status and current system as well as the related problems of Street Office in Daoli District, Harbin City. The fourth part examined the street-level governmental management and practice in USA and Shanghai, China in order to provide references for the social management positioning of Street Office in Daoli District, Harbin City. The last part pointed out the goal orientation and ideas of social management functions and put forward the specific strategies and related measures to promote the social functions of Street Office in Daoli District, Harbin City in the future development.
