Evaluation Of Gansu University Science And Technology Innovation Capacity

International competition is embodied in high technology and their talented person competition being innovative gradually. In order to occupy a space for one person in future international competition, the different country and region is innovative systematically all in unceasingly, founding and perfecting national innovation system and area. In 2007, Gansu provincial Committee of Communist Part of China and Gansu Provincial Government made a decision on Strengthening the Work of Science and Technology, it decided to perfect the regional innovation system and promote the regional innovation ability, of which is exerting the function of high education schools. The development of regional economy put the Sci-tech innovation of high education schools and the S&T innovation ability of high education schools to an urgent position.This article proceeds from important meaning of the innovation ability of Sci-tech and concept of the national system, discusses the important function in the national innovation system of the university, consult the overall strategically planning of the national relevant department, studies international and domestic universities'basic situation, development trend, and overall train of thought of the development of scientific and technical innovation in our country's universities. This article is composed of five chapters. The first chapter is content, method and characteristic studying background and studying. Second chapters have analyzed the the relevant theory in the Sci-tech innovation capability. Third, fourth, fifth chapters is the main body of this article. They analyze the Sci-tech current situation of the universities and the Sci-tech innovation ability of Gansu colleges and universities, and set up a set of comparatively overall comprehensive evaluation index system directed against the Sci-tech innovation ability of the university, and have submitted countermeasure and suggestion improving the Sci-tech innovation ability of Gansu colleges.Because our country still has no system of statistical indices which can appraise systematically for Sci-tech innovation ability of the university at present, so this article, after carrying on a large amount of systematic analysis and comparative study, has set up a set of comparatively overall comprehensive evaluation index system directed against the Sci-tech innovation ability of the university, and chosen relative data as target of appraising, used the factor analysis, has made comparatively accurate localization and objective appraisal on the Sci-tech innovation ability of Gansu colleges and universities. Through the analysis to the result of appraisal, the author has found out the main problems which influence the Sci-tech innovation ability of Gansu colleges and universities to promote, and carried on the research of management and countermeasure directed against these questiones.
