Universities have become increasingly important institutes for National Research and personnel training. Thus, under the conditions of fixed scientific and technological resources of universities, it is of great significance to research how to effectively improve the utilization efficiency of the resources. Moreover, evaluating the efficiency of university’s input-output technology will conduce to solve the shortage of scientific and technological resources and low efficiency of applying. Meanwhile,itsignificantly promotes the development of university’s t scientific and technological as well.Data envelopment analysis is an important efficiency evaluation method, by its unique advantages it has rapid development and wide application in many fields. However, due to the effective frontier of traditional DEA method is random, so the practical application of scientific and technological input-output efficiency evaluation have been limited. Additionally, most previous studies mainly based on data of a given year to evaluate scientific and technological input-output efficiency of universities, without considering the continuity of the corresponding time. In response to these problems, this study’s background is Inner Mongolian region’s scientific and technological efficiency, it analyzed Inner Mongolian University’s scientific and technological input-output efficiency quantitatively applying generalized data envelopment analysis method.First, using DEA model based on panel data to evaluated2003-2012inter-provincial input-output data of Universities longitudinally, gave the situation of Inner Mongolian efficiency in30provinces and the western region of China. Then, nine Inner Mongolian universities will be selected as the samples, and the study focuses on analysing the scientific and technological input and output efficiency of these nine universities during the2008-2012periods horizontally. This analysis aims to point out the existing problems of utilization technology resources in universities. Besides, several relevant comments will be followed. Finally, the developed scientific and technological input-output data statistics and analysis system for university to give a supplementary means in analyzing scientific and technological input-output efficiency of university.
