The Higher Education of China is now in facing of the internationalization during the era of educational innovation. The innovation of higher education has to advance with the education development of the 21st century. Recruiting international students is one of the key tasks for the international cooperation and exchanges of Chinese universities and institutes. And the quantity and quality of international students can be apparently looked as the evaluation content for the internationalization extent of the universities and institutes. In the world's first class universities, the international students are about 14% of the total students' numbers. And among the graduate students, this proportion is higher, is about 29%. However, in Chinese universities, the proportion is very small, even in Peking University, which is the most famous university in China, the proportion is only 4%. A wide gap of the level and specialty still exists between Chinese and Overseas universities.With the rising position of China in the world, international students education is seeing the unobtainable developing opportunity. By the end of 2004, there are totally 110,844 different kinds of international students from 178 countries studying in 420 Chinese universities and institutes in 31 provinces and municipalities. But only 9229 studies in the universities and institutes of the western part of China. And in 2004, 29 universities have individually recruited over 1000 international students excluding universities of the West. The universities and institutes of the West possess their unique advantages in attracting international students. First of all, there are many historically and culturally famous cities in the West; secondly, there lying quite a few natural and historic scenic places and heritages in the West; moreover, the tuition fee and living expenses in West China are lower in comparing with the developed countries even with the East China.The universities and institutes of the West cherish their advantages and are now catching the well time, joining the talents competition, striving for attracting...
