Since the 20th century, with the progress of the social productive forces and the production efficiency, for people have more time and material conditions to participate in sports, sports industry gradually formed and developed, CBA has been founded for 15 years since 1995,in the process CBA achieved a great deal of development, but in comparison with the Western developed countries, China's sports industry just in its primary stage, is not perfect in many ways.System is the foundation of China's professional sports for the survival and development, in which the competitive balance system is a key factor to maintain a stable development of the League. At the beginning, this study analyzed the concept of competitive balance, described the importance of competitive balance of the system:matched the two sides balanced thereby ensuring that the uncertainty of results of the competition to attract a wider audience, so that league can maximize the potential benefits, thus ensuring the stability and sustainability of the development of the League. The competitive balance of the current CBA are inadequate in many ways, the significance of this paper is to study the competitive balance of CBA to explore the deficiencies of the system and its causes.According to the results, propose the corresponding comments and suggestions to improve the competitive balance system of CBA to ensure that CBA can be a long-term stable development. At present, the domestic research is relatively lesser, because American professional sports started earlier, the relevant institutional system was more perfect, in the study, the author referenced a large number of foreign literature, especially concerning balanced system of NBA competition literature. Through research the author found that the competitive balance system of the U.S.professional sports leagues of consist two parts:the revenue sharing system for maintain the economic level of the sport league; the system of the distribution of athletes for balance the competitive level.By studying the status of CBA, summed up the competitive balance system including:revenue sharing system for financial stability;the saving clause and the distribution of lettermen system. Through a comparative analysis of competitive balance in domestic and international mechanisms and found that the competitive balance between domestic and international system is similar in composition. However, the competitive balance system of Chinese Basketball League is defective.Because of capital market imperfections, revenue sharing of CBA violated "investment benefit" market mechanism, because of a larger difference in the size of the clubs, CBA's finance is unstable; a small number of elite athletes, the low level of transfer, caused the big difference of competitive level between the CBA clubs. If the difference of power between the teams gets bigger, then the match between the teams will lack uncertainty. It must reduce the intensity of competition, so lead to fewer viewers, thereby reducing the clubs income and leading a great disadvantage of long-term stability for the Union. Therefore, the competitive balance of economy and match level CBA's is an important long-term development strategy of CBA. However, due to CBA started relatively late compared with foreign-related league, still in its primary stage. While under such socialist China environment, the internal operation mechanism is still not perfect in some aspects of the system. The competitive balance system need continuously improve for a long time. The author make a few suggestions to the CBA of a balanced system based on successful experience with foreign countries and the status for the CBA as well as China's national conditions:correcting the attitude of competition between the clubs: all clubs are mutually co-operation; clear the club's property rights, improving revenue sharing system, improve sports reserve athletes training and selection mode and transfer system, draft system, and restrict access principles.
