Education is an integral part of Chinese culture, China's brilliant culture is passing down through education from generation to generation, and education has increasingly become a determining factor in a country's development and its international competition. Especially after the establishment of new China, the party and the government pay more attention to the tremendous role of education, compulsory education system was finally established and made remarkable achievements.Complusory education is not only fundamental education, it's also a strategic task to benefit all the people, it is important in China's modernization. Despite remarkable achievements, Compulsory education system is not perfect now. Due to the impact of historical and practical factors, status quo of the unequal development of China's compulsory education is prominent, such as inter-regional unequal, unequal developments between urban and rural areas, inter-school unequal, unequal between students. The government, the education system and all of the educators are faced an arduous important task of completely changing the situation of the unequal education so as to further meet people's urgent needs of high-quality educational resources. This is also a historical as well as realistic educational project that we encounter.Based on the analysis of equal development of China's compulsory education, absorbing the advanced experience from home and abroad so as to seek measures to solve the unequal development of China's compulsory education, then promote education justice and social justice. This article consists of six parts. Part 1,Introduction,mainly describes the background of the equalizing development of education, and the topic and methods of this study; Part 2,theoretical analyzes the properties of education and the conditions of equal education, education justice, means of equal development of compulsory eduation;Part3,history development of compulsory education in China, including the beginning, the developing, the adjusting of the period; Part4, status quo and causes of the development of China's compulsory education;Part5,according to the investigation of Pingyin County, Jinan City, we try to explore new ways and action strategy of balanced development of education of China's equalizing development of compulsory education;Part6,on the basis of problems and causes we said above, we attempts to propose some police choices to promote the equalizing development of compulsory education, mainly includes governmental responsibility, educational financial investment,satandardization of schools and teachers mobility system, the supervision and evaluation system of compulsory education and so on.However,we pay much attention to the government's work report,census,statistics and other data because it is difficult to investigate and collect all of the recourses, we can just have an interview with a school or an unit, so that we are difficulty to get aggregate data; at the same time, we can't obtain in-depth studies about the unequal development of compulsory education between groups.
